Member of the team advising the Peruvian Government on the concession for the exploitation of the upstream module of the Camisea gas project, one of the most important gas fields in Latin America. The role of LPC included structuring of the different concessions (production, transport and distribution), preparation of bidding documents, review of regulatory and institutional frameworks, evaluation of the economic impact of different royalty schemes, promotion among international operators, support during the bidding process, negotiation of the concession contract, and closing of the transaction. The winner was the consortium comprised by Pluspetrol (Argentina), Hunt Oil (USA) and SK Corporation (South Korea), with a proposed royalty of 37.24%.

Member of the team advising the Peruvian Government on the concession of the transport and distribution modules of the Camisea gas project (a 740 km pipeline), the most important energy project in Peru in the first decade of the 21st century and one of the largest gas fields in Latin America. The role pf LPC included review of the regulatory and institutional frameworks, structuring of the transaction, financial modeling of the concessions, preparation of the information memorandum and the financial report, development of the bidding documents, promotion among international strategic investors, support in the reception and evaluation of offers, negotiation of contracts and closing of the transaction, among other activities. The consortium comprised by Techint (Argentina), Sonatrach (Algeria), Pluspetrol (Argentina), Hunt Oil (USA), SK Corporation (South Korea) and Graña y Montero (Peru) was the winner of the three concessions (transport of gas, transport of liquids, and gas distribution in Lima).
Natural Gas Distribution

Concession awarded to Transportadora de Gas del Interior – TGI, Colombia

Advisor to the Government of Peru in the structuring and granting of the concession for natural gas distribution in four regions of the country (625 Km). The mandate included review of the regulatory framework, structuring of the transactions, financial modeling, preparation of the Information Memorandum, promotion of the concessions among international operators, preparation of bidding rules, review and negotiation of contracts, support in the bidding processes and closing of the transactions. The concession of the pipeline for the Ica Region was awarded to Transportadora de Gas del Interior – TGI, from Colombia.
Gas Contract

Advisor to the Peruvian Government for the transfer to the private sector of the take-or-pay contract between Electroperú and Pluspetrol, leader of the Consortium in charge of the exploitation of the Camisea gas field. Our role included structuring of the project, valuation of the contract, promotion to local and international investors, as well as support in the auction process and in the closing of the transaction. Empresa Termoelectrica de Ventanilla (Etevensa) won the auction. The transaction included the commitment to significantly expand the existent generation capacity, to reach a total of 312.5 MW.

Member of the team advising Enterprise Oil (UK), on its participation in the privatization of the oil field 8/8A of Petroperu, Peru's State-owned oil and gas company. This oil field produced 30,000 barrels per day. Our role included due diligence, valuation, and analysis of competitors, among other activities.
